The NSW Government is seeking feedback on the Draft New England Renewable Energy Zone Access Scheme Declaration (Draft Declaration).
Public submissions on the Draft Declaration are invited from 6 July to 6 August 2026.
About the Draft Access Scheme Declaration
The proposed access scheme will encourage investment, coordinate renewable energy project development, and generate funding for community and employment benefits in the renewable energy zone (REZ).
The Draft Declaration outlines the proposed rules for how renewable energy projects would connect to transmission infrastructure under the scheme.

Why we are consulting
The Draft Declaration is a draft version of an Access Scheme Declaration that may be issued for the New England REZ.
We are inviting feedback to help inform the final design of the New England REZ access scheme. The Minister for Energy will consider submissions received when deciding whether to formally declare an access scheme for the REZ. This consultation may be of interest to renewable energy project proponents, industry bodies, and landholders, local communities, and councils in the New England REZ.
